About MEC

Myanmar Earthquake Committee (MEC) was organized in 1999 under the umbrella of Myanmar Engineering Society (MES) in order to develop knowledge in area of earthquake sciences and earthquake engineering for Myanmar.
MEC is a non-profit organization and funding for research and technological related works is mainly supported by MES and donors.
Department of Meteorology and Hydrology is a focal department that MEC links to.
ျမန္မာႏိုင္ငံငလ်င္ေကာ္မတီသည္ ျမန္မာႏိုင္ငံအင္ဂ်င္နီယာအသင္း၏ အရိပ္အာဝါသေအာက္မွ ေပါက္ဖြား လာေသာ ပညာရပ္ဆိုင္ရာ လုပ္ငန္းအဖြဲ႕တစ္ခုျဖစ္ေသာ္လည္း အေတာ္ခရီးေရာက္ေသာ အဖြဲ႕ဟု ဆိုႏိုင္သည္။ ၁၉၉၉ တြင္ ရန္ကုန္နည္းပညာတကၠသိုလ္ (ရန္ကုန္စက္မႈတကၠသိုလ္) ပါေမာကၡခ်ဳပ္ ဦးညီလွငယ္ အဖြဲ႕ေခါင္းေဆာင္အျဖစ္ ေဆာင္ရြက္ျပီး ျမန္မာႏိုင္ငံအင္ဂ်င္နီယာအသင္း၏ လုပ္ငန္းအဖြဲ႕ တစ္ခုအျဖစ္ ဖြဲ႕စည္း ေဆာင္ရြက္ခဲ့သည္။ ယခုဥကၠဌျဖစ္ေသာ ဦးသန္းျမင့္က ထိုစဥ္က အဖြဲ႕အတြင္းေရးမွဴး ျဖစ္သည္။ စတင္ ဖြဲ႕စည္း စဥ္က Building Code ၏ လိုအပ္ခ်က္တစ္ခုျဖစ္ေသာ ငလ်င္ျပင္းအားတန္ဖိုး ကိန္းဂဏန္းတစ္ခုကို ျပဴစုေပးရန္ ျဖစ္သည္။ ထို႕ေၾကာင့္ အဖြဲ႕၏ အစည္းအေဝးမ်ားတြင္ ဘူမိေဗဒပါေမာကၡ ေဒါက္တာဦးသိန္းအား အျမဲဖိတ္ေခၚ၍ အၾကံဥာဏ္ ရယူခဲ့သည္။ ရန္ကုန္နည္းပညာတကၠသိုလ္ အင္ဂ်င္နီယာဘူမိေဗဒဌာနကိုလည္း ပါေမာကၡခ်ဳပ္ မွတဆင့္ ပါဝင္ေစခဲ့သည္။

သယ္ယူပို႕ေဆာင္ေရးဝန္ၾကီးဌာန၊ မိုးေလဝသႏွင့္ ဇလေဗဒညႊန္ၾကားမႈဦးစီးဌာန (မိုးဇလ) Department of Meteorology and Hydrology (DMH) သည္ ထိုစဥ္ကတည္း ငလ်င္ေကာ္မတီႏွင့္ အနီးကပ္ ပူးေပါင္း ေဆာင္ရြက္ေသာ အစိုးရဌာနျဖစ္သည္။ မိုးဇလညႊန္ခ်ဳပ္မ်ားျဖစ္ၾကေသာ ေဒါက္တာစံလွေသာ္၊ ေဒါက္တာ ထြန္းလြင္၊ ေဒါက္တာသိန္းထြန္းတို႕သည္ ငလ်င္ပညာရပ္ဆိုင္ရာ သုေတသန လုပ္ငန္းမ်ား ေဆာင္ရြက္ရာတြင္ စိတ္ဝင္တစား အားေပးခဲ့ၾကသည္။ ယခုထိလည္း မိုးဇလႏွင့္ ငလ်င္ေကာ္မတီသည္ ငလ်င္ပညာရပ္ဆိုင္ရာ တိုးတက္ထြန္းကားေရးအတြက္ ခ်စ္ၾကည္မပ်က္ လက္တြဲေဆာင္ရြက္ေနဆဲ ျဖစ္သည္။

World Seismic Initiative (WSSI) သည္ ငလ်င္ေကာ္မတီအတြက္ အေရးပါေသာ အဖြဲ႕တစ္ခုျဖစ္ခဲ့သည္။ ၁၉၉၇တြင္ WSSI ဥကၠဌႏွင့္ အဖြဲ႕ ေရာက္ရွိလာျပီး ငလ်င္ပညာရပ္ဆိုင္ရာ ျပန္႕ပြားေရး၊ ငလ်င္အင္ဂ်င္နီယာ အတတ္ကို အေဆာက္အဦမ်ား ေဆာက္လုပ္ရာတြင္ အသံုးခ်ႏိုင္ေရး၊ ငလ်င္လုပ္ငန္းအဖြဲ႕ ေပၚေပါက္ေရး အစရွိသျဖင့္ အဆင့္ျမင့္အစည္းအေဝးကို ရန္ကုန္ျမိဳ႕ မိုးဇလရံုးခ်ဳပ္၌ က်င္းပခဲ့သည္။ ထိုအစည္းအေဝးကို ပို႕ေဆာင္ေရးဝန္ၾကီး ဗိုလ္ခ်ဳပ္လွျမင့္ေဆြ တက္ေရာက္ခဲ့ျပီး မိုးဇလညႊန္ခ်ဳပ္၊ ျမန္မာႏိုင္ငံအင္ဂ်င္နီယာအသင္း၊ ဘူမိေဗဒပါေမာကၡမ်ား၊ အင္ဂ်င္နီယာမ်ားတက္ေရာက္ခဲ့သည္။ WSSI သည္ ျမန္မာႏိုင္ငံတြင္ ငလ်င္အင္ဂ်င္နီယာ လုပ္ငန္းအဖြဲ႕ ေပၚေပါက္ေရးကို အစဥ္တစိုက္ တိုက္တြန္းအားေပးခဲ့ေသာ အဖြဲ႕ျဖစ္သည္။ ဥကၠဌမ်ားျဖစ္ေသာ ပါေမာကၡ ရွား၊ ဆာတိုရူအိုယာ၊ ကာတာယာမား စသူတို႕သည္ ျမန္မာႏိုင္ငံသို႕ မၾကာခဏ လာေရာက္ခဲ့ၾကျပီး ေဆြးေႏြးပြဲမ်ား ေဆာင္ရြက္ျခင္း၊ သင္တန္းမ်ာပို႕ခ်ျခင္းမ်ား ေဆာင္ရြက္ေပးခဲ့ၾကသည္။ အိုယိုေကာ္ပိုေရးရွင္း၏ ဥကၠဌေဟာင္း တစ္ဦးျဖစ္ေသာ ဆာတိုရူအိုယာသည္ ရန္ကုန္ျမိဳ႕၌ ငလ်င္ႏွင့္ ငလ်င္အင္ဂ်င္နီယာပညာရပ္ဆိုင္ရာ ႏိုင္ငံတကာအဆင့္ ေဆြးႏြးပြဲတစ္ခု ေပၚေပါက္ေရးအတြက္ ၾကိဳးပမ္းေဆာင္ရြက္ရင္း ၂၀၀၇ ၌ ဆံုးပါးသြားခဲ့ ရသည္။ ထို႕ေၾကာင့္ ထိုႏွစ္မွာပင္ ဆာတိုရူအိုယာ အထိမ္းအမွတ္ ေဆြးေႏြးပြဲကို ျမန္မာႏိုင္ငံ ငလ်င္ေကာ္မတီက ႏုိင္ငံတကာ ပညာရွင္မ်ားအား ဖိတ္ေခၚက်င္းပခဲ့သည္။

ေဒါက္တာဦးသိန္း ၂၀၀၁ က ေရးဆြဲခဲ့ေသာ ငလ်င္ဇုန္ျပေျမပံုသည္ ျမန္မာငလ်င္အင္ဂ်င္နီယာမ်ားအတြက္ အလြန္အသံုးဝင္ေသာ ေျမပံုျဖစ္သည္။ ထိုပံုသည္ ၁၉၈၅ က ဆြဲထားေသာပံုကို ျပင္ဆင္ထားျခင္း ျဖစ္သည္။ သို႕ေသာ္ Building Code လိုအပ္ခ်က္သည္ Probabilistic Seismic Hazard Assessment (PSHA) ေျမပံုျဖစ္သည္။ ငလ်င္ျဖစ္ႏိုင္ေခ်ရွိေသာ ဇာစ္ျမစ္မ်ား၊ ထိုဇာစ္ျမစ္မ်ားမွ ငလ်င္ျဖစ္ႏိုင္ေခ်မ်ား၊ ျဖစ္ေသာငလ်င္မ်ား၏ ပမာဏ အမ်ိဳးမ်ိဳးတို႕မွတစ္ဆင့္ သတ္မွတ္ထားေသာ အေဆာက္အဦ၏သက္တမ္း၌ က်ေရာက္ႏိုင္ေသာ ျပင္းအားကို တြက္ခ်က္ေပးရသည့္ တန္ဖိုးျဖစ္သည္။ ထိုလိုအပ္ခ်က္ကို ျဖည့္စည္းရန္ ဘူမိေဗဒပညာရပ္၊ ငလ်င္ပညာရပ္၊ ငလ်င္အင္ဂ်င္နီယာပညာရပ္ စေသာ နယ္ပယ္အသီးသီး၌ သင္ၾကားေလ့လာမႈမ်ား ပို၍ ေဆာင္ရြက္လိုေၾကာင္း သိျမင္လာေသာေၾကာင့္ လုပ္ငန္းအဖြဲ႕ကိုလည္း ျပင္ဆင္တိုးခ်ဲ႕ ဖြဲ႕စည္းလိုက္သည္။ ထို PSHA ေျမပံု ေလ့လာ ျပဳစုဆဲ ကာလအတြင္း ေဒါက္တာ ဦးသိန္းႏွင့္ တင့္လြင္ေဆြတို႕ ေရးဆြဲေသာ ျမန္မာႏုိင္ငံ ငလ်င္ဇုန္မ်ားျပ ေျမပံုကို ၂၀၀၅ ၌ ထုတ္ေဝခဲ့သည္။

ပါေမာကၡဦးညီလွငယ္ သိပၸံႏွင့္နည္းပညာ ဒုတိယဝန္ၾကီးတာဝန္ တိုးျမင့္ထမ္းေဆာင္ရသျဖင့္ ငလ်င္ေကာ္မတီ ဥကၠဌတာဝန္ကို ဦးသန္းျမင့္ (ထိုစဥ္က ျမန္မာႏိုင္ငံအင္ဂ်င္နီယာအသင္း အေထြေထြအတြင္းေရးမွဴး) က ၂၀၀၃ မွ စတင္ ေဆာင္ရြက္ခဲ့သည္။ အတြင္းေရးမွဴးသည္ ေဒါက္တာခင္သန္းယု (ယခု ပါေမာကၡ၊ ျမိဳ႕ျပအင္ဂ်င္နီယာ ဌာန၊ ရန္ကုန္ နည္းပညာတကၠသိုလ္) ျဖစ္သည္။ ထိုႏွစ္ေႏွာင္းပိုင္းမွာပင္ ပညာရပ္ဆိုင္ရာသုေတသနလုပ္ငန္းမ်ား ပိုမိုေဆာင္ႏိုင္ရန္ ရည္ရြယ္ခ်က္ျဖင့္ မိုးဇလ၊ ရန္ကုန္နည္းပညာတကၠသိုလ္ ျမိဳ႕ျပအင္ဂ်င္နီယာဌာန၊ အင္ဂ်င္နီယာ ဘူမိေဗဒဌာန၊ ရန္ကုန္တကၠသိုလ္ ဘူမိေဗဒဌာနႏွင့္ ေဆာက္လုပ္ေရးလုပ္ငန္းမွ အင္ဂ်င္နီယာႏွင့္ ဘူမိေဗဒ ပညာရွင္မ်ား ပါဝင္ေသာ ျမန္မာႏိုင္ငံ ငလ်င္ေကာ္မတီကို ျပင္ဆင္ဖြဲ႕စည္းခဲ့သည္။ ဥကၠဌအျဖစ္ ဦးသန္းျမင့္က ေဆာင္ရြက္ျပီး မိုးဇလ၊ ငလ်င္ဌာနမွ ေဒၚရီရီညိမ္း၊ ရန္ကုန္နည္းပညာတကၠသိုလ္၊ အင္ဂ်င္နီယာဘူမိေဗဒဌာနမွ ဦးတင့္လြင္ေဆြ၊ အင္ဂ်င္နီယာ ဦးေစာေထြးေဇာ္ႏွင့္ ရန္ကုန္တကၠသိုလ္ ဘူမိေဗဒဌာနမွဦးစိုးသူရထြန္း တို႕အား အတြင္းေရးမွဴးမ်ားအျဖစ္ ပညာရပ္မ်ားအလိုက္ တာဝန္ေပးထားသည္။
